We saw this during a walk in our local woods this morning- not a large patch of it, growing in dappled sunlight... where the seedheads were close together it gives a very fluffy appearance. Possibly one of the bents, Agrostis sp.

Blowing up the image does show it to be one-flowered, so a bent is most likely. (I wondered about wood millet, given the habitat, but the florets are the wrong shape somehow.) Which bent, though, is more difficult as Agrostis species are notoriously difficult to separate. You would need a ligule, at the very least. I wonder if I might suggest Start to Identify Grasses by you-know-who? It really does start right from the beginning, like – how do you know it's a grass?
