Not sure but cannot one do this through the aid of paint shop, I know we had a wedding photo done in which someone hand was removed from the corner of a photo.

I use Microsoft Office's Picture Manager which I find great for cropping, adjusting brightness contrast, size etc and very easy to us. I could not find this programme at first and had to go to where MS was downloaded on my PC and find the icon click on it and safe to my start menu. I then, in file options, chose the programme to open any photos in Picture manager. I don't know if you can actually download the programme on its own from MS.

I use windows Pictures for the initial adjusting and cropping then got Adobe Photo Express which is a free download. Using it to refine images even more. On windows Pictures after saving the initial cropping I do it for a second time.
