Don't claim to be an expert on these groups but I agree.
A few days ago I did watch a Rose Sawfly laying her eggs on a rose.
Believe the tachinid may be Eriothrix rufomaculata.

Arge pagana generally has entirely black legs. This one looks more like the rose sawfly Arge ochropus. (Note ochropus referring to the ochraceous leg colouration)
