I had a visitor this morning, before I had had my morning coffee and before I'd put my glasses on. It was smaller than the goldfinch that was feeding nearby and when I'd realised it was too brown and not small enough for a goldcrest ( I have been visited by one ) but did have an eye line the only other thing I noticed was a tail flick. Definitely not a wag but a flick. Books suggest a chiffchaff. Did I see enough for an ID?

From your description it's certainly possible. Plenty of them still around at the moment & sometimes moving through with mixed tit flocks. They characteristically pump their tails which you allude to. Willow Warblers tend not to do this & most of those have gone through now, though a small number still about.
Obviously can't give a 100% guarantee from your description, but sounds plausible. Often they utter a little "weet" contact call as they move through.
