I've never see these throat movements (don't know how else to describe) in a wood pigeon before. It produced no sound while doing this. I just hope the video I put on Flickr works - be patient!

It is panting Alf in order to cool down the technical term being (gular fluttering,) a very clever strategy when birds need to disperse body heat they create supplemental evaporation from their respiratory tract by fluttering the throat the – gular.
