It never ceases to amaze me how clever jays are. As some of you will know I have spent a few years trying to find ways of feeding my red squirrels before the jays get the nuts. I resorted to getting two special feeders made which allowed the squirrel to enter a box and get nuts out a jar that was fixed to one side of the box, well they jays worked out how to get the nuts before the squirrels did, had to make the entrance smaller so they could not get in. They soon learnt how to detach the hanging nut feeders so as to pull back the top and tip the nuts out. So recently I bought a proper squirrel feeder, box with flip up lid at the top. It only took a couple of days and they sussed that if they poked their beaks under the front panel, which slides upwards for cleaning purposes, then ease the panel up, get their head under it they can push the panel right out so that all the nuts fall out. So next step, I put a wedge each side in the groves that hold the panel. "hey lady that is easy!", they pulled the wedges out then lifted the panel. I swear they are humans in disguise.

You could try fitting a latch of some sort with a very small lock, or may be a small bolt although they would probably come back with a screw driver and crow bar!
