I think this is a hawkweed, grown very tall and it is so windy I picked flower and leaf for ID. There are three leaf florets? is that the right word? with the very long stemmed flowers coming out from the middle. I am assuming it is a hawksweed as it looks very like the Mouse-eared Hawksweed that this year seems to have taken over the lawn.

Looks like Common Cat's-ear, Hypochaeris radicata, to me with the branched flowering stems with scales. Also leaves look good for this species which forms rosettes. Not a hawkweed for sure.
