There is a suggestion that all new build houses should have electric car charging points -
This would not solve the problem of houses with no off street parking but it would help.
However, why not include solar panels on new builds? Not all buildings would be suitable but I a very large number would.

Don't get me started on solar panels I think every new build especially state and council building should have them and other energy saving solutions too, ground source heating where possible.
The school my wife works at newish build 8-10 years maybe, a big school single story huge roof large playing field 'don't use half of it' kids in nappies up to leaving to go to college
huge running costs not a solar panel in sight they could be making a small fortune from the feed in tariffs, bloody academies.
No forward thinking there

Baffles me too. The technology around the generation of electricity by solar panels is reasonably well advanced and reliable for a few years now that the risks of getting a poor product are low. I accept getting a return will take a fair time but it would add a relatively small amount to the price of a new build, and if they was a government (both national and local) commitment it is likely the industry would advance further and the visual impact of panels is, I think, low.
I also think we should be building our houses to a very high insulation standard. I recall seeing an episode of Grand Designs which visited Finland. It was said if we built houses to the same standard we would hardly need to heat them at all. Again it would add to the cost but the long term advantages seem to me to make it worthwhile.
If I was a conspiracy theorist I could imagine the electric generation companies have had quiet word with the powers that be not to push/compel all new builds to include solar panels. If an increase in the use of solar panels reduced the consumption of electricity from the generating companies by, say 10%, I think those companies would get quite upset.

Dave ... and then at every opportunity they run about screaming 'power-cuts!' 'over-loaded grids!' 'over-consumption!' 'blackouts!' if we have an unusually hot summer or cold winter.
