Last night this bird appeared to be working through a strange exercise routine while sitting in a bowl of water -first raising one wing then the other then both.

I notice your pigeon has its eyes closed as in bliss (cooling off) or it could be an automatic reaction just in case it should fall over, but birds often lift their wings to help release body heat, they also do this to let sun light in, in order to kill off parasites much the same as crows do in order let ants in (anting.)
I may be wrong but I also notice your pigeon has its body tipped to one side in order to dip its body deeper into the water, therefor I wonder if your bird bath is deep enough Alf. Mine has a surface area of 14 inches x 1 and a quarter inches deep, incidentally our wood pigeons sit low down in the water for up to an hour eyes closed as in bliss. Our small birds sparrows and alike also have no problem bathing in this depth of water.
