During my studies of the carrion crow I often puzzled over why some individuals were seen carrying lighted cigarette butts to their nests, in the end I concluded they were attracted to the bright colour of the flame and the smoke. Now one would think this habit would end in disaster but it never did so were the crows picking them up for another purpose such as this... www.newscientist.com/article/2138655-birds-use-cigarette-butts-for-chemical-warfare-against-ticks/So ‘almost the same reason’ could be said for these raptors as some not unlike the raven are known to play with sticks, it just so happens that it can have other benefits as in persuading prey into the open. I cannot say I am all that surprised as pigeons are highly intelligent although that one seemed to have slipped up some where along the line, but I would say the carrion crow is smarter as far as this sort of behavior goes, for instance they can make and use tools, plus I have never seen or heard of one setting its own nest alight.
